It looks like there are some other OTR shows mixed in with this collection including The Goldbergs and Suspense. Here are two shows, unfortunately the first halves only, of shows that OTTER shows as not being available.

181 "Inner Sanctum" Mystery - Blind Man's Bluff 11-4-44 (Government Woman's Power Campaign // Colgate-Palmolive)

It might be worth combing through all of the shows to see if anything else missing is found or maybe even downloading everything.
Unfortunately, everything seems to be recorded in low quality MP3s.

I found a copy of an Howie Wing episode in an online archive and the episode is available to download FREE. Just click the stacked dots on the right side of the player to find the download button.
This is an episode our small group of researchers already has, but were unable to release due to an agreement with one of the archives that had provided it to us. However, this copy is open for download now since it's from an entirely different
source.
Based on my research this is episode #380, from Howie Wing's second season/3rd cycle. Date should be June 6, 1939. During the second season there were three separate storylines/adventures, so this is from the final (3rd) set of episodes for
season 2.

In the archive, there are two copies of this same program (I was hoping for two different copies, but it's pretty exciting to find even one!)

Here's a synopis of the episode:
Episode 380, June 9, 1939
Starts with a Promo for Cadet Aviation Corps Membership Kit.
RECAP: Howie and Donna have learned that Jack Ashbrook (the brother of their friend, Opal Cushing) was one of a gang of criminals who is about to attempt a prison break. They race to the flying field. Ashbrook shows up and Howie attempts to stop him by force. The two men fight and when Jack takes off in the autogiro, Donna is on board with him!
Donna is a reluctant companion as Ashbrook flies out to pick up The Cobra at the prison, so they can find Jake Peters. "He's making a fool of you, Jack!" says Donna, but Jack won’t be swayed. They pick up Cobra on the roof of the cell block, and take off with Donna. They barely make the takeoff, and then another plane appears in the fog and dives toward them again and again. "Wow, that guy's a maniac!” says Jack, and Cobra is also frightened. Both Donna and Cobra beg Jack to land. He refuses, and Donna takes things into her own hands.... Enjoy!
